11A It may be our national language(Anagram for hid in). Or it may be in this language. But both these dont fit my 1D solution :( tough day it is!!!!

21A Wandering/roaming birds.
24A Fob off before.
26A Unwell.
28A Again and Twice - both indicate Re. Paid up, and colonised. Put down roots and ------- in a place.

16D Bandit/Outlaw belonging to a band. Robinhoods friends were called this.
17D Teant let out house to new tenant.
19D Old Ted - Anagram(in the past). Moved feebly.
